The scope — opening walls, replacing circuits, and upgrading the panel — involves structural and fire-safety considerations that building codes require an inspector to verify. Unpermitted rewiring can void homeowner's insurance and is a red flag in home sales.

Whole-house rewiring requires an electrical permit in every US jurisdiction. The scope typically means multiple inspections: rough-in inspection before walls are closed, and final inspection after devices are installed. Work must follow the National Electrical Code (NEC/NFPA 70) as adopted locally. Most jurisdictions require a licensed master electrician to pull the permit. Homes built before 1960 with knob-and-tube or pre-1972 with aluminum wiring are the most common candidates.

Whole-house rewiring in Poland requires at minimum a zgłoszenie (notification) to the local building authority, and may require a full pozwolenie na budowę if the work involves structural modifications (opening load-bearing walls). The electrician must hold SEP G1 qualifications. Post-installation protokół pomiarów elektrycznych (electrical measurement report) must be filed, and the building's księga obiektu budowlanego (building log) updated.

Dutch whole-house rewiring must follow NEN 1010 and be performed by an erkend installateur. A notification or omgevingsvergunning via Omgevingsloket is required when the work involves structural modifications (opening walls, ceiling, or floor). If service capacity changes, a separate request to the netbeheerder (Liander, Enexis, Stedin) is needed. An NEN 1010 inspection certificate must be produced on completion.

Whole-house rewiring in Spain requires a municipal licencia de obra menor (or mayor if structural work is involved), plus a new Boletín Eléctrico (CIE) issued by a registered installer.
