The Netherlands takes exterior appearance more seriously than many countries. Under the Omgevingswet, painting a building the same color is generally vergunningvrij. However, changing the exterior color may require an omgevingsvergunning if it significantly alters the building's appearance, particularly in beschermd stadsgezicht (protected cityscape) areas. Rijksmonumenten (national monuments) and gemeentelijke monumenten (municipal monuments) always require approval from the Rijksdienst voor het Cultureel Erfgoed or gemeente before any exterior change, including repainting in a different color. The welstandscommissie (aesthetic committee) in many gemeentes reviews exterior changes for compliance with the welstandsnota (aesthetic policy document).
