In Spain, replacing a caldera (boiler) requires a declaración responsable or licencia de obra menor from the Ayuntamiento in most municipalities. The work is governed by the Reglamento de Instalaciones Térmicas en los Edificios (RITE) and the RITE IT 1.3.4.1.2 provisions for replacement of thermal generators. A instalador autorizado registered with the Consejería de Industria of the comunidad autónoma must perform the installation and file a certificado de la instalación. If the replacement involves changes to the evacuación de humos (flue system) or the conexión de gas (gas connection), a instalador de gas categoría A or B and an updated Boletín de Gas (certificado de instalación de gas) are required.
