In Spain, septic system installation (fosa séptica or depuradora individual) requires authorization from the Confederación Hidrográfica of the relevant river basin for any discharge to the terreno (land) or to a watercourse. The system must comply with Real Decreto 849/1986 (Reglamento del Dominio Público Hidráulico) and the applicable Plan Hidrológico de Cuenca. A proyecto técnico (technical project) signed by a competent engineer is typically required, including soil permeability studies and environmental impact assessment for larger systems. The Ayuntamiento issues the licencia de obra for the construction work itself. In many rural areas where alcantarillado (sewer) is unavailable, the Diputación Provincial may offer programs to support installation of collective depuradoras for small communities.
