Do You Need a Permit for Pressure Washing?

Rarely. Residential pressure washing of driveways, siding, decks, and patios does not require a building permit in the vast majority of jurisdictions. However, wastewater discharge regulations may apply — some municipalities require runoff capture to prevent contaminated water from entering storm drains. Commercial pressure washing is more heavily regulated and may require a business license and compliance with Clean Water Act provisions.

What triggers a permit

  • Commercial pressure washing on properties requiring a business license or environmental compliance
  • Wastewater discharge into storm drains without runoff containment in regulated municipalities
  • Pressure washing historic or protected structures where surface damage could violate preservation codes
  • Using chemical detergents or degreasers that require hazardous material handling permits

In the US, residential pressure washing does not require a building permit. The work is classified as exterior cleaning and maintenance, which falls outside the scope of the International Building Code and International Residential Code. However, the Clean Water Act and the National Pollutant Discharge Elimination System (NPDES) regulate the discharge of wash water into storm drains. Many municipalities — particularly in California, Florida, and the Pacific Northwest — require that pressure washing runoff be captured, filtered, or directed to sanitary sewer systems rather than storm drains. Commercial pressure washing businesses typically need a general business license and may require an NPDES stormwater permit. Some HOAs restrict pressure washing hours and equipment noise levels. Pressure washing historic masonry may violate local preservation ordinances if it damages the surface.

In Poland, residential mycie ciśnieniowe (pressure washing) of podjazdy (driveways), elewacje (facades), and tarasy (terraces) does not require a zgłoszenie or pozwolenie na budowę. The work is classified as bieżąca konserwacja (routine maintenance) under the Prawo budowlane. However, the Prawo wodne (Water Law) regulates the discharge of ścieki (wastewater) from pressure washing, particularly when chemical środki czyszczące (cleaning agents) are used. Discharging contaminated water into kanalizacja deszczowa (storm sewers) or directly onto grunt (ground) may require notification to the Urząd Gminy and compliance with environmental regulations. Commercial usługi mycia ciśnieniowego (pressure washing services) require a wpis do CEIDG (business registration) and may need pozwolenie wodnoprawne (water law permit) for large-scale operations discharging to wodociągi publiczne.

In the Netherlands, residential hogedrukreiniging (pressure washing) of opritten (driveways), gevels (facades), and terrassen (terraces) is vergunningsvrij (permit-free) under the Omgevingswet. The work is classified as regulier onderhoud (routine maintenance) and does not require notification to the gemeente. However, the Wet milieubeheer (Environmental Management Act) and local verordeningen regulate the discharge of afvalwater (wastewater) from pressure washing. In most gemeenten, wash water containing reinigingsmiddelen (cleaning agents) or containing verf, lood, or asbest particles must not enter the hemelwaterafvoer (stormwater system) and should be directed to the riolering (sanitary sewer) or captured for proper afvoer. In a beschermd stadsgezicht (protected cityscape) or for a monumentaal pand (listed building), pressure washing may require prior approval from the gemeente to prevent damage to historical surfaces. Commercial schoonmaakbedrijven (cleaning companies) must comply with Activiteitenbesluit environmental rules.

In Spain, residential lavado a presión (pressure washing) of aceras (sidewalks), fachadas (facades), and terrazas (terraces) does not require a licencia de obra. The work is classified as limpieza y mantenimiento (cleaning and maintenance), which is exempt from the Código Técnico de la Edificación. However, the Ley de Aguas and local ordenanzas municipales regulate the vertido (discharge) of aguas residuales (wastewater) from pressure washing. In many municipios, discharging wash water containing productos químicos (chemicals) or contaminantes into the red de alcantarillado pluvial (storm sewer system) is prohibited without prior autorización de vertido. For fachadas of edificios protegidos (protected buildings) under the Ley de Patrimonio Histórico, pressure washing may require prior informe from the Consejería de Cultura. Commercial empresas de limpieza must hold a licencia de actividad and comply with the normativa de vertidos of their Confederación Hidrográfica.
