Central AC installation requires both a mechanical permit and an electrical permit in most US jurisdictions. EU installations require F-Gas certification for the technician handling refrigerant. Ductless mini-split systems often have lower permitting requirements than full ducted installs.

What triggers a permit

Dutch AC installs are generally vergunningvrij when the outdoor unit goes on an unobtrusive location and doesn't change the building facade. STEK / F-Gas certification is mandatory for the installer. ISDE subsidies apply to qualifying heat-pump systems but not standalone AC. VvE consent is required in flats.
