Do I Need a Permit to Install Solar Panels?
Solar PV installation requires a building permit, an electrical permit, and a utility interconnection agreement in every market we cover. Some US cities (SolarAPP+ jurisdictions) issue same-day automated permits. EU permitting is generally lighter than US but always requires grid-operator notification.
Do you need a permit?
Usually yes
What triggers a permit
- Installing rooftop or ground-mount PV arrays of any size
- Adding battery storage (ESS — energy storage system)
- Net-metering or feed-in tariff registration with the utility
- Mounting penetrations through the roof envelope
Country-by-country detail
United States
Usually yes
- Permitting authority
- Local Department of Buildings + utility interconnection
- Typical fee
- $300–$1,500
US solar installs require a building permit, electrical permit, and utility interconnection. SolarAPP+ jurisdictions (200+ cities and counting) issue same-day automated permits for code-compliant designs. Federal ITC (Investment Tax Credit) at 30% applies through 2032 under IRA. NEC 690 / 705 governs PV electrical work; fire-service rapid-shutdown is required in all 50 states.
Poland
Sometimes
- Permitting authority
- Operator sieci dystrybucyjnej (PGE/Tauron/Enea/Energa) + Starostwo
- Typical fee
- PLN 0–800
Polish rooftop PV under 50 kW requires only a zgłoszenie to the distribution operator (PGE/Tauron/Enea/Energa). Systems above 50 kW or those changing roof geometry require pozwolenie na budowę. Mój Prąd subsidies apply to systems registered under net-billing. Installation must be performed by an installer with G1 electrical qualifications.
Netherlands
Rarely required
- Permitting authority
- Netbeheerder (Liander/Enexis/Stedin)
- Typical fee
- €0–€200
Dutch rooftop PV up to 2m projection is generally vergunningvrij. The installer notifies the netbeheerder for grid registration. Salderingsregeling (net-metering) gradually phases out through 2031. BTW (VAT) on residential PV equipment is currently 0% under the EU directive.
Spain
Usually yes
- Permitting authority
- Comunidad autónoma (industria) + distribuidora + ayuntamiento
- Typical fee
- €150–€800
Spanish PV installations under 100 kW use the simplified RD 244/2019 self-consumption regime — declaration to the autonomous community's industry department plus a connection request to the distribuidora. Municipal licencia de obra menor is required for installation work. IBI (property tax) bonifications up to 50% available in many municipalities.
